India launches record 104 satellites in one go
India successfully launched 104 satellites in a single mission on Wednesday, setting what its space agency says is a world record of launching the most satellites at one go.
Of the 104, 101 are foreign satellites to serve international customers as the South Asian nation seeks a bigger share of the $300 billion global space industry.
“This is a great moment for each and everyone of us. Today we have created history,” said project director B. Jayakumar.
Prime Minister Narendra Modi tweeted his congratulations on the launch conducted by the state-run Indian Space Research Organisation (ISRO) that went off smoothly and was carried live on national TV news channels.
“This remarkable feat by ISRO is yet another proud moment for our space scientific community and the nation,” he said. “India salutes our scientists.”
Modi is bullish on India's space programme and has repeatedly praised the efforts of scientists who three years ago pulled off a low-cost mission to send a probe to orbit Mars that succeeded at the first attempt.
ISRO's low prices attracted international customers to launch 75 satellites last year from Sriharikota in the southern state of Andhra Pradesh.
The launch of PSLV-C37 in a single payload, including the Cartosat-2 series and 103 co-passenger satellites, together weighed over 650 kg.
Out of 101 nano satellites, 96 were from the United States and one each from Israel, Kazakhstan, the Netherlands, Switzerland and the United Arab Emirates.

Moonis Elahi, youth politician of PMLQ, son of PMLQ leader and former Chief Minister Punjab Chaudhry Pervaiz Elahi expressed confidence that their party will once again be a prominent party in the Pakistani politics. Many politicians had earlier joined PTI from various other parties but since only a few have started to rule it, most politicians now feel their identities are being marred by the untouchables i.e. Imran Khan, Shah Mahmood Qureshi and Jehangir Tareen. As all decisions are made by the big three the other party members are considered nothing more than just minor political workers. PMLN & PPP on the other hand are already stuffed with the people who do not welcome new entrants and it is only a family party, the best choice remains with PMLQ.

The recent death of a patient on the Jinnah Hospital's floor was condemned. The province needs more hospitals but the funds were being spent on 'Jangla' Bus projects and Orange Line Metro Train. Moonis Elahi highlighted some prominent achievements of the party when it had the chance to rule a decade ago. He further elaborated plans to empower the public health sector in the province.
Moonis Elahi said it has become crystal clear that PMLN is a family political party and everyone can be sacrificed to protect the Sharifs. There isn't a place for anyone in the N League and PPP has now also become the same with Zardari and Bilawal leading from the front. PMLQ on the other hand always values appointments on merit and there is zero tolerance for corruption. the party always follows a clear agenda with transparency and this is the very reason none of the party leader could be accused of corruption of a single penny even though PMLN tried its best to thrust a politically motivated case on PMLQ leaders.

Australia Clinched a Series Clean Sweep With an Emphatic 220 Run Win Over Pakistan 3rd Test



The tourists were all out shortly before tea on the final day for 244 chasing 465 runs with paceman Josh Hazlewood and spinner Steve O'Keefe both snaring three wickets.

Pakistan's hopes of holding out for a draw evaporated with the dismissals of leading series runscorer Azhar Ali and veteran Younis Khan before lunch.
Wicketkeeper Sarfraz Ahmed topscored with a fighting unbeaten 72 off 70 balls.
Australia completed a series clean sweep after a 39-run win at the Gabba and an innings and 18-run victory in Melbourne.

It was Pakistan's 12th straight defeat since their last Test win in Australia in Sydney 22 years ago.
David Warner was named man of the match for his scintillating hundred before lunch on the opening day, while skipper Steve Smith was announced as the official player of the series.

The tourists lost four wickets in the first session after resuming at 55 for one.

The highest target successfully chased down in the fourth innings at the Sydney Cricket Ground was 
Australia's 288 for two against South Africa in 2006.

Azhar Ali lasted just six balls into the final day before he was out in a soft dismissal on his overnight score of 11.

He tried to work Josh Hazlewood to the leg-side only to bunt the ball back to the bowler for an easy return catch.

Azhar finished as the highest Pakistan runscorer in a series in Australia with 406 at 81.20.

Babar Azam followed in Hazlewood's next over, trapped leg before wicket for nine to end a disappointing series with a total of just 68 runs from six innings.

Khan falls short

Younis Khan missed out on becoming the first Pakistan batsman to reach 10,000 Test runs when he was caught in the deep off spinner Nathan Lyon for 13.

Younis, who scored an unbeaten 175 for his 34th Test hundred in the first innings, did not get enough on a Lyon delivery and lobbed to Hazlewood at mid-on.

It was a significant wicket for Australia following on from the first-over dismissal of Azhar to have Pakistan plunging towards defeat.

Nightwatchman Yasir Shah's 93-ball defiance ended a half-hour before lunch when he was snapped up the slips by fielding substitute Jackson Bird off left-arm spinner Steve O'Keefe for 13.

Asad Shafiq went soon after lunch bowled by Mitchell Starc off a thick inside edge for 30.

Skipper Misbah-ul-Haq resisted for 98 balls before he went after O'Keefe and skied to the safe hands of Lyon at mid-off for 38 - his highest score of a struggling series.

Misbah, at 42 playing his probable last innings in Australia, was given a generous ovation as he left the SCG.

Wahab Riaz cracked three fours off nine balls before he lost a review for caught behind off O'Keefe for 12, and O'Keefe ran out Mohammad Amir for five to put Australia on the brink of victory.

Hazlewood claimed the last wicket and his third of the innings when he had Imran Khan caught in the slips for a duck.

Australia tour India next month for a four-Test series, while Pakistan do not have any Tests scheduled until April, when they will tour the West Indies for a four-match series.

Sui Southern Pipelines Will Be Used By A New Company


ISLAMABAD: The Oil and Gas Regulatory Authority (Ogra) recently issued the first-ever private sector distribution licence for natural gas sales in Sindh to a company incorporated just one day before the licence was granted.

The Karachi-based firm — Gaseous Distribution Company (GDC) — will be the first company ever to share the decades-old pipeline network of Sui Southern Gas Company Limited (SSGCL) and challenge its distribution and sales monopoly.

The GDC was registered with the Securi­ties and Exchange Commission of Pakistan (SECP) on Dec 21 and granted a 10-year distribution licence on Dec 22.

Licence issued just one day after company’s incorporation


The SSGCL had not given a No Objection Certificate (NOC) for network-sharing or signed any covenant with the GDC for network capacity-sharing when the distribution licence was issued by the regulator, sources in Ogra told Dawn.

Under the licence, the new company is expected to purchase liquefied natural gas (LNG) from a future terminal operator or Pakistan State Oil (PSO) and sell it to select consumers, including CNG stations.
Ogra had conducted a public hearing to grant the distribution licence to the Pak Gas Distribution Company on Dec 14. The name was opposed by the PSO, saying there was a “clear intent to [deceive] the general public and especially PSO’s customers of ‘Pak Gas’ which is well-known brand” of the PSO.

On Ogra’s advice, the owners/directors of Pak Gas Distribution Company changed their nomenclature and applied for registration as Gaseous Distribution Company. The SECP incorporated the renamed company on Dec 21 and the procedure for issuance of the licence was initiated and completed on Dec 22.

Those familiar with the process suggest there should have been a fresh hearing for the new name and the licence should have followed an NOC on the network sharing by the SSGCL. Sui Southern and the Sindh government have been opposed to the use of LNG, saying the province had sufficient gas to meet consumption.

Ogra wrote that the petitioner (GDC) had submitted “the application for change of name from ‘Pak Gas Distribution Company Pvt Limited’ to ‘Gaseous Distribution Company (Pvt) Limited’ dated 22-12-2016 along with certificate of incorporation of petitioner’s company after change of name as ‘Gaseous Distribution Company (Pvt) Ltd’ dated 21-12-2016, duly signed by joint registrar/in charge SECP”.
This meant the incorporation was completed a day before the application was filed.

Decision defended
 
Ogra chairperson Uzma Adil Khan defended the decision to issue a fresh gas distribution licence for Sindh. She confirmed that the PSO had objected to the Pak Gas name and that Ogra sustained the objection, even though Pak Gas was not registered to the PSO.

Asked why a fresh hearing was not conducted for the renamed entity, the Ogra chief said that the licence was issued on Dec 22 because Ogra Member (Gas) Aamir Naseem was set to retire the same day.
In the past, she explained, there were public hearings on various issues but decisions could not be made on critical matters because of lack of quorum, which nullified the proceedings. Therefore, she said, it was decided that all three Ogra members should sign all decisions where they had completed the public hearing process, otherwise the entire process would go to waste. 

She said a fresh hearing for the new name was not required because all other particulars of the company, including names of share­holders and directors, remained unchanged.
Ms Khan claimed that terms and conditions of the licence issued to the GDC were no different from a distribution licence issued for the SNGPL’s network to the Universal Gas Distribution Company a couple of years ago.

As sugar cane crushing season has started, farmers from all over the province make their way to the factories in hope to get good money for their sugarcane crop harvested. But this year the farmers do not seem interested in giving their crop to the mills. Moonis Elahi says farmers have lost their trust in the current Punjab Government policy. While only Tandiwala sugar mills bought sugar cane the rest are to start buying from 25th November. Even though the date has been announced but the turnout expected was very low which rings alarm bells. If farmers do not sell their crop to the mills there could be a shortage of sugar in the country.
Moonis Elahi says the major issue is the current price announced by the government. As farmers would be paid Rs. 180 per 40 kg, only Rs. 10 per mound have been increased from the price announced last year. disheartened by the rates offered to them by the mills, farmers have started setting up Jaggery plants on their lands as its rate is Rs. 3000 to Rs. 3500 per 40 kg in the market. It is the task of the CM to look into such matter and ensure that there are no monopolies played during the season. The shortfall could result in inflation and black market sales.
Another huge setback for the farmers is that they do not get paid for their crops sold to the mills in time. A Tandiwala official claimed they would pay farmers net cash and would ensure all dues are cleared within a week. Moonis Elahi condemns the practice of sugar mills to not pay for the harvest when they are buying and rather make false promises with the poor farmers. When the poor doesn't get paid in time he gets burdened by debt which crushes his life even more. They are forced to take loans on heavy interests which makes their life a living hell.
Farmers in Alipur and Jatoi are really disappointed with Haseeb Waqas mills as they have failed to clear more than Rs. 180 million they owe to the farmers for last year's crop yield. Javaid Asif, a local farmer sated "they [Haseeb Waqas mills] have not cleared me of my previous cheque and yet they promise me of paying for the fresh crops. I have a family to feed, a land to take care of and need to pay off my debts which I had borrowed in hope of getting paid this year. How do you think I can survive when the mills aren't paying us?"
Khadim Hussain, a local farmer says he has set up a Jaggery unit at home and is selling it on net payment. Last year he had sold his harvest to Fatima Sugar Mills who cleared him of his dues after 3 months. This year he does not intend to wait for the mills and has rather set up his own unit which brings him more profit. The young but mature politician Moonis Elahi has urged the incumbent government to look deeply into the matter and ensure farmers get paid before the matter worsens and it becomes too difficult to solve. If mills do not get sugar canes there will be a huge sugar shortfall in the country.

History of Pakistan has many black days and the 16th December is also one of those days which have marred our history. Two years earlier armed men entered the Army Public School Peshawar when teachers were teaching and the school was busy in its routine. Armed men stormed the school and started a killing frenzy leaving 144 children and many teachers dead. The day cannot be forgotten and Moonis Elahi condemned the APSAttack and said the memory refreshes the horror of the day. It cannot be forgotten and the culprits are still at large in Afghanistan which is even more disturbing.
December 16th also holds another tragedy for the Pakistani nation when Bhutto gave away our Eastern Pakistan which is now called Bangladesh. A country created from Pakistan is now actively working against us on the directives of India. The FallofDacca is a tragic one and if the egoistic politicians have thought for the benefit of the nation we would still have the eastern part. Moonis Elahi has expressed grief over the partition and as the nation mourns the sad day, history cannot be undone. Politicians who only work for personal gains do not feel remorse while hurting the very country they have been elected to govern.

US initiates process for resolving Pakistan-India water dispute


WASHINGTON: The US administration has initiated the process for peacefully resolving the current water dispute between India and Pakistan without waiting for an invitation to do so, official sources told Dawn.
The latest dispute concerns two hydroelectric power plants — Kishanganga and Ratle — that India is building on the Indus rivers system. Pakistan believes that the projects violate the design parameters of the Indus Waters Treaty (IWT), which provides specific criteria for such plants. 

Earlier this week, US Secretary of State John Kerry called Finance Minister Ishaq Dar and discussed with him different options for an amicable settlement of the dispute. After the call, US Ambassador to Pakistan David Hale also met Mr Dar in Islamabad at the finance ministry for further talks.

The initiative stems from the fear the US administration shares with the World Bank that the dispute, if dragged, may harm the treaty that has effectively resolved water disputes between India and Pakistan for more than half a century.

The IWT is a water-distribution agreement between India and Pakistan, brokered by the World Bank and signed in Karachi on Sept 19, 1960. It recognises the bank as the main arbitrator and suggests appointing neutral experts and a court of arbitration for resolving disputes.
Pakistan has asked the World Bank to appoint chairman of the court of arbitration while India has demanded appointment of a neutral expert.

World Bank President Jim Yong Kim wrote to the finance ministers of India and Pakistan, informing them that he has ‘paused’ the requested arbitration and asked them to decide by the end of January how they wanted to settle the dispute.

On Dec 23, Finance Minister Dar told the bank that Pakistan was not withdrawing its request and since the process had already been “inordinately delayed,” the bank should appoint chairman of the court of arbitration as soon as possible.

Two days later, Dr Kim called Mr Dar for further talks, followed by Secretary Kerry who called the finance minister during the Christmas holidays.
It is unusual for a US official to do so, particularly because the Obama administration completes its final tenure on Jan 20.

Usually, the outgoing administration leaves such issues for the incoming administration to tackle.
“But seriousness of this dispute, particularly the fear that it may harm the treaty, forced Mr. Kerry to make 
this call,” an official source told Dawn.

Diplomatic observers in Washington say that since the United States has facilitated the Indus Waters Treaty, it feels obliged to take a proactive role in this matter. 

The treaty requires appointment of chairman of the court of arbitration and its three members within 60 days after a disputing party asks for arbitration. 

If the two countries fail to appoint umpires, the two parties prepare a draw of lots and request a “person” mentioned in the treaty to select the umpire. 

While the chairman can be selected by either the secretary general of the United Nations or president of the World Bank, technical members can be selected from a draw of lots by president of the Massachusetts Institute of Technology or rector of the Imperial College of Science and Technology, London. 

The legal umpire can be selected from a draw of lots by either chief justice of the United States or lord chief justice of England. 

Pakistan took its case to the World Bank in Sept 2016, urging the bank to prevent India from making illegal constructions on Neelum and Chenab rivers. 

The differences on the designs of the two plants were discussed but could not be resolved in the 108th, 109th, 110th, 111th and 112th meetings of the Permanent Commission for Indus Waters, comprising one commissioner from each country, which is responsible for the implementation of the treaty.
Secretary-level talks followed but they also failed. 

On Aug 19, Pakistan formally requested the government of India to refer the dispute to the court of arbitration, as provided in Article IX of the treaty. 

The Indian media reported in September that New Delhi had decided to suspend water talks until “Pakistan-sponsored terror” in India ends. 

And last month, Indian Prime Minister Narendra Modi also threatened to choke the flow of water into Pakistan if it does not stop terrorists. This caused Islamabad to fear that India was determined to complete the two plants and was buying time to do so by dragging the talks. 

Pakistan wants a court of arbitration, instead of a neutral expert, because only the court can take a decision that’s legally binding. 

An expert can only give a technical opinion, giving India more time to complete the projects.
